The Town Manager provides leadership to all departments. The TM also ensures that Council's priorities and strategic directions are effectively planned and executed by coordinating municipal operations and encouraging staff to provide superior service delivery to residents and ratepayers. The Department of Administrative Services and Animal Control, the Department of Fire & Emergency Services, Department of Public Works, Department of Planning, Department of Recreation, Department of Utiliites Services and Department of Finance Services all report directly to the Town Manager. In addition, the TM is the acting Human Resources Department.

The Assistant Town Manager is responsible for road construction and maintenance, snow removal; the management of the contracted municipal garbage collection; the management of the solid waste site;. The Department is also responsible for site plan development, lot grading and filling.

Many of the functions performed in the Clerk's department are statutory duties sanctioned by the Territory. The responsibilities of the Clerk include the preparation of committee and council agendas, minutes and correspondence for Council; this department also oversees the maintenance of the By-Laws, acts as the official returning officer for municipal elections; oversees the electronic records management;
The Clerk's department is responsible for handling freedom of information requests, lottery and business license applications, receiving rental facility applications; issuing dog licenses; handling fitness centre passes; maintaining/recording history of the town;
The Clerk's Department is also the main facilitator in the preparation and issuance of request for tenders, quotations and proposals.
Council meetings are held on the first Tuesdays of each month at 7:00 p.m. in the Council Chambers. If you wish to be a delegation at a Council meeting, please contact the Town Clerk in writing stating name of delegation and the purpose of the delegation by the Thursday before the Tuesday.

The Finance Department is responsible for providing and administrating the financial affairs of the municipality by performing a variety of functions including general budgeting and accounting services for the municipality, as well as employee payroll and benefits, accounts receiveable and accounts payable functions;
The Finance Department also manages the corporate acquisition of goods and services functions; provides effective operating support services to all municipal departments in the purchase of goods and services;

the Development Officer administers the planning and development functions of the municipality; The responsibility is carried out in accordance with the Planning Act and any associated regulations and various Territorial Policy statements; the Town Official Plan and Zoning By-law;

The Director of Recreation encompasses our arena, curling rank, community hall, swimming pool, youth and elder centre and other municipal owned recreation facilities. The Calendar of Events also lists upcoming events throughout the Town of Norman Wells.
The Recreation Department includes the Director of Recreation, Recreation Programmer, and Youth Center Coordinator.

The Utilities Manager is responsible for the overall operations of the water plant and to ensure the proper maintenance of the drinking water system; also responsible for the management of the contracted water and sewer delivery services; management of the municipal lagoon; the maintenance and management of the municipal water lines system.
